During the 1950s and early 1960s, nuclear war seemed to draw ever closer as the Soviet Union and the United States raced to develop powerful new weapons. Its simply means the conflict between the United States and Soviet Union on who got the most nuclear weapon between them. They both spent billions and billions of dollars trying to build up huge stockpiles of nuclear weapons.
